IMHO this is a very nice looking building... especially for a jail.

Nashville is no exception: The migration rate of senior citizens to Middle Tennessee is outpacing that of the overall population. Davidson County’s population of about 708,000 includes about 87,000 senior citizens, or 12.3 percent of the total. That number is expected to grow by 10,000 in the next five years, bumping senior citizens’ share of the county’s population by 2 percentage points, state officials

generally speaking, is it a good or bad thing having a growing senior citizen population for a city?

Certainly not a good thing if the overall population isn't growing with it. That's why the proportion is important, and that's going down everywhere. Florida has seen its elderly as a percent of total population rise for the past 60 years. Overall, that has worked out well for them b/c they tend to be wealthy retirees. But to the overall population, it's not a good thing when the elderly outweigh the people paying their pensions (Social Security).

So  unless they  also negotiate a new MOU (one of the few things Briley sucessfully negotiated),  this new  PILOT agreement will mostly just replace the previous agreement's amount in future years.  So while it is nice to see a bit more money this year (still have to figure out the hole in the budget without the parking deal dollars...)   it remains to be  seen what the net real change in dollars is here from MCC. 

All of this is also still a very very far cry from the lofty campaign rhetoric where Cooper seemed to suggest that tens of millions of dollars (if not more) could be squeezed out of "downtown" to flow to neighborhoods,  all without raising property taxes...

What am I missing- $22.6MM less $10MM already to be received = $12.6MM in new funds to metro... isn't that good?

Like I said,  this a nice one time realization of  $12.6 MM,  which will help fill part of the hole in this year's budget.   But in future years,  this $12.6 MM will only be a replacement  for, and thus only a  small increase over the $10MM, that MCC has given over the past couple years.  This is just a different structure, as discussed here:

So my point is this is not a "pretty huge win" for Cooper,  it is a small increase and does indeed set a more permanent structure,  which are indeed both nice  and seem to have been in the works already.    But as Bob Mendes notes in the article,  MCC could give more:

"If you really wanted to push the convention center authority, there's another $10 million to $15 million," Mendes said. "The convention center is limited on what they can spend money on because there's a high stack of bond payments and they've got hotel and motel taxes that (can only be spent in certain ways)." 

Now if Cooper had gotten all of this money,  that would be a lot more significant.....
