So in the case of right around Cummins, CSX owns all the land from the parking garage wall over to the chain link fence of the Landport. Its a large swath of land that extends beyond both sides of the tracks.

Development should definitely be encouraged around the track corridor, but unfortunately it can not be covered over without extensive ventilation. It is unsafe to put diesel locomotives in tunnels due to risk of fire.  And with the rail yard being a large holding area for the trains, it would be unrealistic to cover the area.

On that note though, I wonder what the cost of the air rights over both the tracks and the highways would cost a developer. With the abundance of developable land it would not happen for a very long time, but I would be curious of the added cost.

Kayne Yard is a bit superfluous in the CSX system. They really only need the central 3-4 tracks for through movements. With property values being what they are it would not be surprising to see CSX deal portions of this property in the near future.
