Not surprisingly, there is an awful lot of conjecture going on here. There has been radio silence on this for quite a while. I will throw another little bit of conjecture out there as well. Does anyone think it is possible that the planning with the city and the Army Corps of Engineers regarding the $2.6 B flood protection wall has had anything to do with the delays? 

I believe city council just approved the wall on Tuesday.

Absolutely. Filer has stated this as one of the issues with the site, trying to coordinate with multiple moving parts: sea wall, Amtrak & the Tides.

I dunno how well it would show up in the skyline, but a guitar-shaped Hard Rock hotel would be pretty nice downtown.

When Portsmouth went ahead with their casino, I wondered if HR could actually support two casinos.

When Portsmouth raced to the front of the line, I wonder if that meant the end of feasibility for the grand plans that were shown before. Instead of working together, it was every city for itself... again.

Working together, a grand casino in Norfolk could have been a huge win for both versus the glorified shopping mall with slots and game tables that Portsmouth built.

Of course. And that's the (obvious) problem. Every city for itself.

Instead of one grand casino (which admittedly wasn't exactly a guarantee even without the Portsmouth casino), HR gets a glorified mall and MAYYYBE a very watered down version of another casino. 

Of course, as I've said before: The market for high end casino resorts is starting to get saturated anyway.

Came 2 days after the city, army corps and state signed the agreement for the new flood/storm plan.

Well, that was underwhelming.

That first phase will be 90,000 square feet total, 45,000 of which will be gaming floor. There’ll also be a 4,500-square-foot sports bar and a 5,000-square-foot lobby.

HeadWaters also has plans for a future entertainment venue and hotel at the site next to Harbor Park, which were shared in the master plan renderings on Wednesday.

Would assume this being broken into 2 phases is also related to the flood/seawall project. City and army corps need to get that work done before a hotel can be built on that part of the property.

From what I understand, the sea level won't allow for anything super tall. But I call BS on that because HR and New Orleans are the Top 2 areas threatened by sea level rise, and NO has several towers with more than 40 stories.

Well, thats also because their city does not let developers BS their way into building on their land.

I'd honestly written this one off. Still a ways to go but if this can start construction this year, *perhaps Norfolk will be able to pull itself out of this funk it's been in.

The second one is at full build out. The first is *temporary, but will eventually be attached to the permanent facility.

No. If that thing is permanent, I call bullcrap. It’s hideous. Are they not going to have the larger casino with decent and architecture at 90k sf for the gaming floor and hotel? I understand hotel is in a future phase? So this is not the temp build. No. Unacceptable.  This is the kind of crap you get when you don’t put out an RFP and instead you take some amateur casino operators who have never done anything in their lives even approaching a project such as this in the gaming industry.
