I'm not a huge fan of a casino in the middle of downtown, but I love the idea of an arena surrounded by mixed-use development and a hotel. That's what they should've done in the mid-90s, the first time they talked about replacing Scope but the developer wanted a traditional mall.

Imagine if they had worked out a deal where ODU could play in a downtown arena the way NCSt and Georgetown use the RBC Center and Capital One Arena, respectively. And then you have a small Town Center next door.

The phased approach was mapped out by Chip Filer to the Pamunkey/Headwaters. It’s good to see that the new city manager is being consistent in his messaging that this won’t be allowed.

Anyone’s guess at this point. But I hope we can re-start the process, put it out for RFP and get a casino that can give us the high end casino we were promised without all these headaches. Norfolk is partly to blame for not standing up earlier but a lot of the decisions Head Waters has made just feels cheap and makes one think they don’t have the funds to make this happen, despite the billionaire in their corner.

I think we get one but it’s not Headwaters. It’s just been too much BS from these snake oil salesmen. 

Better question, which do we get first: the casino or the arena? Bonus question: what year does it finally get completed? Place bets now!

I think Headwaters happens but the opening will be a buzzer beater in late 2025 with the hotel opening in 2026. Not sure I blame the Pamunkey completely on the delays. It is clear that the city gave them conflicting information (probably part of why Filer is gone) and have other projects in the area that needed to be considered (flood wall/Amtrak/Tides lease extension).

I have always said that I believed that the City of Norfolk acted in bad faith here. At the very least they violated the spirit of the contract. I find compelling Cordish's argument that the City's inclusion of an exclusivity clause in its contract with the Pawmunkey specifically naming Cordish demonstrates that the City knew they were violating their contract with Cordish.

The casino applicants and city leaders are still meeting regularly, according to spokespeople from the city and HeadWaters.

A HeadWaters Resort and Casino representative said they are working on finalizing remaining planning documents for submission to the city in December with the aim for making it to the Architectural Review Board and Planning Commission meetings in January, then to City Council in February.

Enough already with the Pamunkey Tribe.  How many more delays are they going to request!? Get this thing started or just drop it already!  Portsmouth Casino is coming up on a year of operation.   Norfolk has not even turned over an inch of ground for this project.  I've totally lost interest in this project.

“Which would put us on the calendar to get into the Architectural Review Board, and the Planning Commission in January, and then move onto the Norfolk City Council in February,” Smith said. 

What am I missing here? The city specifically, and CLEARLY, stated that the developers were NOT allowed to build in phases, yet they ignore that guidance and submit a phased development plan anyway? This thing is DOA. I'm done

Every other casino in Virginia has taken some kind of phased approach. Danville and Bristol in the form of temporary casinos and Portsmouth certainly hasn’t completed their proposal (no hotel). There’s clearly other issues going on behind the scenes but I don’t think a phased approach is unreasonable.

Yes, again. This time by a wider margin. From what I understand, remarks made by a radio show  host, in thee closing days of the campaign, on a station owned by the proposed casino's owner(s) did not help. It probably would have failed regardless.

This should be a bigger reason for Norfolk to get off its A** and get MOVING. The only competition other than danville has been rejected. Portsmouth is not really "competition", as its more like a regional business partner since it gives people traveling to the area more than one reason to stick around. Norfolk needs to get over and done with this casino bullcrap. Cordish wanted to give it a try and we foolishly said no. We should have known the danger of doing that. The casino was supposed to be up 3 years ago. Im almost a legal adult now and we still have no future for a casino in sight.

I'll count my lucky stars if im not in my grave by the time Pamunkey starts building whatever the hell it is they want now.
