It appears they working on the sidewalk along 10th Street. Hopefully the blocked lane will be reopened at some point. There's never been more than 3 or 4 workers out there anytime I drive by.

Heard that Levine's building is definitely starting to move forward again. 15 floors now.

Apparently a helipad included lolol. Not joking.

I'm assuming we'll also see unicorn stables in the parking garage.

He keeps the unicorn stables at his unfinished house on Sharon Ln.   Apparently it is being build with lumber that has only been used as toothpicks by ogre's, and that is the reason for the 5 years construction timeline of a single family property.

There’s been activity over the past week. Looks like they’re working on the sidewalk and getting 11th and Brevard unblocked. Is this the precursor to more work or is the city finally (way past time) forcing them to give back the road and sidewalk?

The sidewalk looked finished, or close to finished, when I rode past today.  It was still fenced off, but at least there's been some progress.

Not much has changed on Brevard, but 11th Street has most of a sidewalk and a newly paved right turn lane. No construction equipment on the site except for one lonely small excavator near the rebar forest.

What was it supposed to be? This was the (I think) last iteration of the plan for the deck and apartments. Parking deck has been sitting unfinished for year(s?). Looks like construction began in early 2015, stalled in late 2015, restarted at some point then stalled again in 2017(?), and then went through a redesign last year with no further movement on the site.  There were additional wildly ambitious plans for First Ward from Levine, none of which have come to fruition.

 

As an aside, the requirements to receive public  incentives are funny to look at now. From 2015 CBJ article:

Levine Properties has an agreement with the city and county that provides the firm with tax-increment grants of up to $23.7 million for the completion of the deck at 10th and Brevard streets and another deck with 400 spaces adjacent to the new county park. The 10th Street deck must be completed by July 1, 2016, for Levine to receive the funds, and the other deck must be completed by Dec. 31, 2019.

Not sure if those grant requirements have been altered, but to say those deadlines aren't going to be met is an understatement.

 

Edit: This article sums up Levine's policy of "over-promise, never deliver" pretty nicely and it's 5 years old.

Besides this and all the surrounding bare lots in First Ward there's also the deteriorating Treolar house.

Project at Providence/Fairview.

I'm sure there are others? (Besides the joke about his house on Sharon, which as it's his own house, doesn't matter quite the same as the other projects, imho)

Based on interviews, Daniel Levine sees himself as the steward of First Ward and as many of you know, has a grand "Disney" vision for this entire area. He clearly cannot get it done based on his track record, so he needs to sell off more parcels. At this point, his ineptitude is embarrassing and tarnishing his family's name. A lot of the development in uptown has creeped toward South End while this giant area of land is a vacuum, and certainly doesn't help the North Tryon Vision Plan or any sort of connection between First Ward and Belmont, etc or the neighborhoods in First Ward.

The park is great - but that was a land swap. If I were him I would sell everything to developers and even make the sell contingent on approving their plans if he's that picky about what happens here. Or, better yet - just donate all of the land to the city with the contingency it all becomes a large, city defining park - I wouldn't mind an amphitheater here - or anything for that matter. Just do something!!

When I was visiting in Charlotte last December and riding on the Blue Line, I did some double and triple takes when I passed by that property.  I had no clue what it was and I was trying to figure out if it was a project under construction, or something in the process of being demolished.  It looked apocalyptic.  It's a horrible blight in the middle of the city.  I agree with Urban Cowboy's suggestions, or alternatively, can't the city enforce zoning requirements?  In my city, I'm not allowed to just partially construct something then just leave it as.  The city would be coming after me in no time.  At this point, all Levine has constructed is a mess.  Any construction project is a mess until it's completed.  I would think city regulations would require some sort of timeline for completing a project.  If the builder totally neglects that timeline, then the city should assess fines until construction resumes and a new timeline is set and abided by, or the city seizes the property.

I say UP convinces the city to have it demolished.  I love a good building implosion...saw one in NOLA one year...It was SPECTACULAR!
