I'm guessing they placed one of these every couple of feet or so along the north side of the base....

In fairness, I don’t believe any color combination can save 55W. Yet I agree, baby blue is an odd choice.

I would have gone with understated, refined Orlando teal. :)

Well, yes. Perhaps phase 2 will be a slightly different color contrast to add some drama. After all, there are fifty shades of grey.
