The funny thing is that measuring from the crown to the ground it says "518 feet," according to the permit above.  

Oh and yeah there's going to be some mass timber elements within the shorter building.

You’ve got it!  Apparently, it’s the latest craze for measuring the heights of buildings in downtown RVA these days!  Dominion Energy tried it and our latest offender of proper tower height measurement was CoStar, which this unit of measurement (CoStar Feet) is unofficially named after! 
 

Thank goodness Denver doesn’t use “CoStar Feet” or they’d have some of the tallest buildings in the world!!

As I said before CoStar of all companies on earth their business being real estate information knows no where around the country do people measure the height of a building as the elevation above sea level plus the building height.  That would mean here in Charlotte we have 35  buildings over 1000 feet given our elevation above sea level of 700 plus or minus.  It is Height Inflation! 

Yes Denver would have the worlds tallest buildings for sure!
