Well, after reading many comments over the past couple of years, it seems the SevenEleven (if not Exxon's) days are likely now numbered.

The Texas company that developed the North Gulch site home to a mixed-use tower anchored by Whole Foods has paid $31 million for a property located catty-corner from that Broadway high-rise.

Purely a guess, but it could be for the electrical transformer. They can get big and often are buried under the sidewalks in front of buildings with access from the building (basement) or sidewalk. 

Agreed, It may also be a combination of this plus grease traps.
