The Citgo and 5th/Main has, indeed, been the site of a great deal of police service calls.  Along with two Edgefield representatives, I attended the Beer Board hearing for the expansion permit to raise those concerns.  This hearing turned into an opportunity for a productive conversation.  The owners are expanding their retail space and plan to add a deli and other food offerings.  What was presented at the Beer Board hearing was that the expansion permit request was not to add more beer shelving area, but rather to expand the retail store and food offering area.  But technically a person could purchase beer and then go over to the new deli space, and so there is the need to have an expansion permit.

The Historic Edgefield Neighborhood Association president and I requested a deferral of one meeting at the Beer Board in order to conduct a site visit and speak some more with the business owner about property improvements that we would like to see.  We then subsequently supported the beer permit expansion request.

While there is quite a bit of loitering that takes place in the vicinity and not necessarily on this property, efforts to clean up the site will help to create a more inviting environment for patrons and a less inviting environment for troublemakers. The Edgefield neighborhood president and I encouraged the business owner to address outside cleanliness and landscaping, to remove the partial lettering for the defunct car wash, and to clean up the side of the building facing South 5th Street in particular.  I have since placed the owner into contact with ChamberEast to see about participating in their mural program to add a mural to the South 5th side of the building as a potential East Nashville gateway mural location.  Let's hope that these steps have the desired effect of making the most out of what seems likely to remain a gas station/market for the foreseeable future.

The person from East End that's heading this up is very involved with development....so I feel like this is probably going to happen. He did say specifically that Shelby and 10th is another animal and would be a whole separate deal.

Yes, I am working with Rich McCoy from East End Neighborhood Association (and RediscoverEast) to coordinate feedback between East End and Edgefield neighborhood associations as well as Walk/Bike, TURBO, and the local merchants to come to a general plan for 10th/11th that we can all push in a coordinated way. The 4-way stop at 10th/Fatherland as well as designated parking/no parking areas on 10th will help to calm traffic, plus we are trying to work out additional crosswalks on 11th at Holly and Russell, for instance. Each of those things is easier said than done. But I am striving to get all stakeholders and advocacy groups on the same sheet of music to advocate with Public Works, Planning, and the Mayor's Office.

The existing PUD that was in place that we cancelled was residential only. The new replacement regulatory SP and Community Plan changes that Council approved reflect mixed uses in key spots (particularly at corner spots along the new park) as well as different density/height recommendation subdistricts for the campus.

The general idea is to transition from lower height closer to the existing adjacent residential neighborhoods to greater height and density approvals moving toward downtown. The fact that the terrain slopes downward at those same places where greater height is recommended in certain areas leaves open possibilities for preserving more of the downtown sunset views that are so treasured by the Shelby Hills neighborhood. In other words, having a 5- or 6-story building at the higher eastern end of the campus would certainly block views. Placing the same building at the much lower end of the campus on 5th or 6th would cover views of the interstate or PSC metals but leave most of the downtown skyline visible for neighbors in Shelby Hills. This is a general concept anyway.

Also, placing the most dense housing closest to downtown places more people within walking distance of downtown. This is going to be important because at this time there is no clear plan from MTA to add a bus to serve the interior of Envision Cayce or Shelby Hills. We will need to keep talking about that transit need for this currently underserved area to which nearly 1,000 net housing units are being added .

A four-story Extend Stay America hotel is slated for Madison just NE of Rivergate Mall. EMJ Corp. is the builder, with the permit valued at about $4.65 million. The hotel will have an address of 122 Liberty Lane.

The Sheriff's Office was technically not part of the original master plan because MDHA does not own or control the parcel.  It is a Metro-owned parcel but was included in the Cayce redevelopment district, which means that any new buildings would need to conform to the MDHA redevelopment district design guidelines.  The NashvilleNext community plan policy for that parcel is Civic, reflecting its current civic use, and it has CS zoning.  But the Envision Cayce Master Plan anticipated the possibility of incorporating this block someday and so in that regard it is intended for mixed uses just like everything else along South 5th. 

Technically, the main objection that I have received to the Sheriff's Office Administrative Headquarters proposal is that the building is not mixed-use, in the sense of including ground-floor retail or upstairs housing, for instance.  I do not take such a literal interpretation of mixed uses as a requirement for every linear foot of street frontage along South 5th.  The grocery store that is anticipated to go just north of the Sheriff's Office where CWA housing currently stands similarly is also not likely be a mixed-use building.  I anticipate no such disagreements about attracting a grocer to South 5th Street that may want to control their own space.  But having an office building across the street from a grocery store and surrounded by housing and other mixed-use buildings is, in a sense, still mixed use.

While I did inquire about the possibility of adding ground-floor retail or mixed uses within the DCSO building, that proposal did not appear feasible at this time given how long delayed the DCSO administrative headquarters office site selection has become through some political disagreements and changing Mayoral administrations over the last 18 to 24 months.  On the other hand, constructing a new building on what is clearly a blighted road is a positive step forward.  Locating 250 jobs on that street in a round-the-clock operation cannot but help to attract and support other businesses that we will be trying to bring in to the other mixed-use buildings that are planned.  And the fact that DCSO jobs start at about $30K with benefits including a pension and professional advancement training and college tuition reimbursement offers dramatically better prospects for Cayce residents to acquire employment than anything that most ground-level coffee or retail shops could hope to offer.  The Sheriff's Office is one of the most diverse departments in Metro, and there are at least some job possibilities for those with a GED or a high school diploma and in some cases for those with less than perfect records. I, personally, am willing to overlook the fact that one building on that block of South 5th will be single-use (office) rather than mixed-use in exchange for the stability and frankly opportunity that this particular operation will offer to current and prospective Envision Cayce residents.   

I have also enjoyed very productive and encouraging conversations with Sheriff Hall about increasing his staff's community service and recruiting outreach to the Cayce community and particularly to the Stratford and East High school clusters once the consolidation into their new home is complete.  Sheriff Hall references the fact that his staff are currently scattered across some seven locations throughout the county as posing a challenge to focusing their noteworthy community outreach on any particular area of the county.  Having their new home be located on South Fifth will foster opportunities for much stronger community relationship partnerships in Cayce in particular and East Nashville in general. 

I am in conversations with Metro about plans for the balance of this parcel along South Fifth after the Sheriff's Office is constructed and after Public Works potentially moves to another location.  It is possible that if Public Works were to move that the remainder of this block could be folded literally into Envision Cayce.  Those discussions are preliminary at this point. 

I would also hope to see some additional private investment on the very blighted properties along South 5th toward Crutcher and Davidson.  Those privately-owned parcels could accommodate their own quite dense developments once market conditions are right. Current zoning and NashvilleNext land use policies already support such development prospects.

Here is an update on the massive Chicago based Monroe development on the East Bank. Site plan is showing Cleveland Street extending over the interstate through the development and bridging over to 2nd Ave in Germantown. Also Grace Street is extended over the interstate with a pedestrian bridge to 2nd Ave. Slated to begin in the spring.
