Will downtown be over 10%? Right now Davidson County is 2.25% so it'll be maxed out to 2.75%, and combined with the State makes it 9.75%.

Infrastructure in Memphis is lacking. Suburbs like Lakeland and Bartlett will benefit, but I also think Jackson, Covington, Fayette County all benefit from housing growth because of their sewer infrastructure. Also, the Jackson plaza property in the first two images is publicly owned by the City. So any developers interested in this deal could likely get the vision done because of the land being publicly controlled. -

The State amended their brownfield tax credit this past year to make it more advantageous: https://revenue.support.tn.gov/hc/en-us/articles/360057785252-F-E-Credit-3-Brownfield-Property-Tax-Credit-#:~:text=Effective July 1%2C 2023%2C Public,tier 3 or 4 county. 50% of the land purchase price.
