They are a public  art display called Lighten Up Spartanburg.

I've always liked that street too. Definitely one of Spartanburg's hidden gems.

Do you think Initial Q and Underpin will get some branding on their building?  The Broad Street side of the building is especially lacking in branding and signage.

The original plan was to have branding on the blank space between the storefront and the 2nd floor windows.  Not sure if that's still planned.

As for the Broad Street side, that's the entrance for the 3rd business in the building: the Magnolia Grand Event Center.  I think its first event may be the One Spartanburg thing on February 25.  A neon / art-deco blade sign was originally planned for that side.
