Master Planning Services for the City of Norfolk, Virginia

Abt Associates is part of a team, headed by the architectural planning firm of Goody, Clancy & Associates, that is developing a comprehensive master plan for St. Paul's Quadrant in Norfolk, Virginia. This neighborhood, immediately adjacent to the city's thriving downtown area, is facing strong market forces for redevelopment. The master plan will explore the potential for mixed-use and mixed-income development in an area currently comprising four historic churches, a fully occupied 600-unit public housing development called Tidewater Gardens, small retail stores, and a now-vacant 1960s-era strip mall.

The redevelopment plans for Tidewater Gardens include not only replacement housing within the study area, but also a "human development services plan" to deal with the residents and their needs and to help them take advantage of opportunities the new master plan will provide. Abt Associates is responsible for developing the relocation and human services plans, ensuring responsible relocation and rehousing of 600 public housing families. In addition, Abt Associates will advise on federal Department of Housing and Urban Development (HUD) regulations and program requirements for relocation, disposition/acquisition, HUD mixed-finance development, and procurement of partners. The company's staff will prepare various ownership and development scenarios for the public housing units, and outline the role of the Norfolk Redevelopment and Housing Authority (NRHA) in developing and operating these units. Abt Associates will work with the City of Norfolk, NRHA, and key stakeholders to identify NRHA's operational, political, and financial challenges and opportunities, and conduct a relocation and social needs assessment in conjunction with the master planning effort.

Significantly missing from the article was an update on this project. Hope everything goes through.

Never mind. I forgot the pilot never actually mentioned this project last year even though it was announced. Looks like they plan on glossing over it this year as well. <_<

One year ago, Fraim announced five construction projects. They featured an ambitious development

For what it's worth this project is currently "inactive". That does not mean cancelled but it is also not moving forward at this time and technical approvals are not being pursued. Don't hold your breath on this one starting construction anytime soon.
