This is a prime example of HORRIBLE urban planning. Greystars building and its residents are being completely let down by our city planners. Not to mention how badly that pool view became.... How many feet are in between Harlowe and this hotel, you couldn't even get a paper clip through that? I don't blame the hotel developer for maximizing the space they have, but the city....

What lever would you have wanted Metro to pull to change this outcome? The development team of Harlowe designed their pool to be at a party wall condition, knowing that a neighboring building could go vertical and block their pool. It was also the choice of the development team (Greystar) to put their pool on the west side of the building, which already is less optimal due to southern light being blocked. Comparatively, Modera Gulch designed their tower with the pool along a public ROW that can't be built up next and facing southern light. 

So how again is this bad urban planning vs developer decision making?

I walk by this building frequently and I think it does a nice job of feeling like two buildings from the sidewalk. The connection between them is set back quite far, the stick out into the sidewalk in different ways, etc.
