There have been discussions about those decks being built upon or removed in favor of new development. I think their days are numbered.

TicToc Diner was on the ground floor and owned and run by Walter Fields IV, known as "Quad". His father WF III was a city planner for years and has been in private business advising for real estate development for some years. Quad sold his business to a married couple ~11-12 years ago and I lost track of him and the business at that time. It was a breakfast and lunch place.
