The high and mighty, from Washington, D.C., and Miami City Hall, came out to welcome Ollie Tillman to her new home Monday afternoon.

She almost couldn't believe it, but the evidence stood before her: dozens of brightly colored Bahamian-style houses in Overtown.

''Finally, a promise that really was kept,'' Tillman said, her voice breaking as tears streamed down her cheek.

``Something in this community finally came to fruition.''

Bicentennial Park makeover will start today

A top-notch design firm has been hired to draw up a master plan for the proposed Museum Park in downtown Miami.

After months of negotiation, the city of Miami has hired one of the nation's premier design firms to create a master plan for the proposed downtown Museum Park.

The firm, New York-based Cooper, Robertson & Partners, will begin work within days to draft a plan that will guide the transformation of near-derelict Bicentennial Park into what city leaders hope will be a bayfront gem.

''Having these world-renowned planners on board is not going to hurt us at all,'' said Robert Weinreb, project manager for the city, which will mark the start of work with a launch ceremony at noon today at the park.

Yes, there are plans in the works... I think they're incorporating that into the baywalk/riverwalk project.

There has also been a proposal (though nothing concrete that I can think of) of redoing the entire park, since many complain that it is not very human in scale.

County working on clearing way for biopharmaceutical park

Miami-Dade County officials are working to approve a long-term lease in the next few days that would bring a biopharmaceutical park and up to 1,500 jobs to Liberty City.

Town Center Properties is to develop Poinciana Park, a $120 million park on a county Empowerment Trust site near Northwest 79th Street and 27th Avenue.

The county manager's office must approve an undisclosed 75-year ground-lease agreement with the trust. The county, which owns the site, transferred the land to the trust in 2004 to begin the lease with the developer....

County grant to go to consultant for Gusman revitalization

A $25,000 grant from the Miami-Dade County Cultural Affairs Department will be used to hire a consultant to help revitalize downtown's Gusman Theater.

The Miami Parking Authority last week approved use of the Cultural Affairs funds to issue a request for qualifications.

"The Gusman has been dormant for a long time. It really needs to be re-energized and re-thought in terms of the focus of the board - maybe the types of shows and ongoing fundraising for purpose of creating endowment for the theater," said Art Noriega, parking authority executive director....

Driving down Miami's Brickell Avenue in his dark gray Mercedes-Benz S500 one recent morning, developer Jorge Perez did not like what he saw. Surveying a stark sidewalk edging bland office lobbies -- and even worse, a parking garage entrance -- Perez pronounced the avenue ''totally pedestrian unfriendly.''

Then Perez declared he will change that.

The 55-year-old high-rise condominium developer, more than anyone, is in a position to do it with seven towers planned for construction along Brickell Avenue, the boulevard at the heart of the city's financial district.His plan: erect new towers with ground-floor restaurants and shops and spruce up sidewalks with shade trees and benches...

MUSEUM PARK

Miami park plan is put in motion

Only a couple of days old, the planning process for Miami's Museum Park on the bayfront is off to an optimistic start, although there are still many tough decisions pending.

Two days and one ''working'' meeting into the planning process for what could one day be downtown Miami's signature public space, there is a general sense of hope and goodwill among most of those involved.

The coming months will test those feelings, as differing visions compete for control of downtown's proposed Museum Park, known to many by its current name -- Bicentennial Park.
