Out take from this: Is there a way for land prep/engineering/soil testing to determine the likelihood of water intrusion below ground? Spring, water table, any such object? Is it all terra incognita?

Geotechnical (soil) engineering is the engineering behind foundations. Learning about what goes into the design of foundations and the calculations and parameters involved I can say it is a lot of assumptions that are made. The ground is so unpredictable, nonuniform (soil is a mixture with qualities that can’t be perfectly understood and its behavior can’t be perfectly known by varying conditions in the environment, but we can try our best), and it’s expensive to map so we can only approximate what’s down there with boring logs so we can always be surprised. It’s not totally unknown but it’s far from a perfect science.  There are ways to test those things but you can’t see everything through the limited snapshots you get from testing. 
 

Water Tables aren’t really a problem except for construction complications… finding a spring is definitely a show stopper. Springs are naturally flowing waters so it will continue to flow if it has an exit… Not great when you’re trying to build on it…

The reality is this was a very challenging project, and they have restored a falling-down theatre into an immaculate work of art, that will open at the end of this year. As far as the hotel goes, There were 3 full years where the chosen financing for the hotel was pretty much locked down by the federal government. Now there is a massive backlog of EB-5 Visas, the investment of which will fund the hotel itself.

An unbelievable project which viability must be informed by no cost basis and capital from every conceivable source.  An uncharacteristic move in Charlotte to see so many individuals and organizations working for so long  to preserve an historic resource like this.  I remember when "CityView" connected to theater.  Fat Tuesday's anyone?
