The reason In-n-Out has not expanded beyond the southwest is that their food arrives from their distribution centers fresh everyday.  That means that the brick and mortar location of each In-n-Out needs to be within driving distance of one.  They would likely have to change their entire business model to expand rapidly to other regions.

Well, it looks like we’re getting our first small-format Target in 2021. Creative Village? Nope. It’s apparently going to be near WDW *sigh*.

Taco Rancho - they even had one of those in SoDo before there was a SoDo!
