Milky substance seen draining into the Reedy River

This morning I was riding through Falls Park and saw this milky substance draining into the river from a small pipe near the stone bridge. On my way back I saw someone who looked semi-important on the phone, apparently trying to figure out what it was.

That must have been the gallon of milk that I dropped near that pipe. I wouldn't worry too much about white substance in the water. It's the red and yellow tints that draw my attention. I still see people in the river. They must be idiots.
