Dover, Kohl & Partners, a nationally known urban planning firm, will lead development of a master plan for the Spring Hill area. Residents have been concerned about rundown buildings, lack of sidewalks, vacant storefronts and trash. Village of Spring Hill, a nonprofit group of residents, requested that Dover Kohl create the plan. This will be Dover Kohl's first project in Mobile, but the firm recently led the development of a master plan for downtown Montgomery.

The public design process will be held in November, and Dover Kohl plans to set up a design studio in a storefront in Spring Hill. The Village of Spring Hill will announce the meeting dates and times, and post them on its website, www.thevillageofspringhill.com. A transportation firm will attend to balance automobile travel and walkability. Several economists will look at how to improve Spring Hill's commercial, retail and office market.

Merchants in Mobile's Spring Hill neighborhood will likely be able to put out moveable sandwich board signs to attract customers. The city council supports allowing moveable signs in pedestrian-oriented business districts, and currently sandwich board signs are legal downtown and in the Loop area of Midtown.

Dover, Kohl & Partners spent the past week in Spring Hill, working with residents to draft a master plan for the historic neighborhood. The results of the public design process will be presented Tuesday, November 13th at 6 p.m. at St. Paul's Episcopal School auditorium off Old Shell Road. The city plans to coordinate Spring Hill's revitalization efforts with the city's future master plan.

Really cool stuff. If I owned property in this area I would be begging people to follow through with this becuase this would make this are even more valuable than it already is. If any place in Mobile could pull this off, it is Spring Hill with its money and political pull.

The Press-Register ran the story in Sunday's paper. Interestingly, the city plans to introduce form-based code for Spring Hill. Dover Kohl helped Montgomery introduce form-based code a few months ago, and several new projects are under construction using the new code. Hopefully the SmartCode will be adopted city-wide and become mandatory for the downtown area.

The Mitchell Company Inc. has a contract to buy the southwest corner of Old Shell Road and McGregor Avenue in Spring Hill and plans to build a CVS Pharmacy. The developers said they will work with the nonprofit Village of Spring Hill to make the project fit within the revitalization plans of the nonprofit Village of Spring Hill.

This is good and pretty much shocking news that a national chain drugstore would work with the community to fit within the new master plan. These chain drugstores are among the worst offenders when it comes to walkable, pedestrian friendly development.

Sounds good.....but I still dont trust them or the mitchell company. Being developers and a business they only think of their profits....or at least they come off that way. Mitchell company has dropped the ball so many times. Well, I really don't think CVS cares that much. The plans should have to be approved. They could ruin the rest of that intersection.

Mobile City Council members decided Monday to delay for two weeks a vote on a 6 month building moratorium in the Spring Hill area to allow the Mitchell Co. to move forward with plans for a drugstore. Spring Hill residents had asked for the moratorium while the city changes zoning laws in accordance with the new neighborhood master plan.

Supposedly Mitchell representatives will meet with Spring Hill residents to try to make sure the building fits the vision of the new master plan.

After reading this, I'm not convinced at all that CVS won't proceed with business as usual for this store design.

I know. It seems that the city is actually going against the springhill neighborhood. I am very disappointed. You know, not all development is good development. This is going to be very BAD development. SHAME ON YOU CITY COUNCIL!!! If it is such a valuable spot then they should what until the rules are changed. I hate CVS and the mitchell company!! The Mitchell company has always been a poor partner with disign plans. They always want to go the cheapest and plainest way. That is probably why CVS chose them! I bet they will meet with the group but not care about what they have to say.

Tonight will decide if months of hard work, hundreds of thousands of dollars, and help from one of the nations top development firms will all go down the drain. Do we really need a CVS at this intersection so badly that we cannot wait 6 months for the Village to get its codes and regulations in place. Why aren't there more people who can see the benefits of doing the Village at SpringHill right(as Dover Kohl laid out). Not to mention this is a direct quote from Mrs Jumper's article linked below:

"Gregory said that she has talked with CVS developers -- The Mitchell Company -- and learned CVS won't budge from its plans to build away from the street and place parking in front of the store." When this first came up CVS said it would be more than willing to work with the Village....

The council voted to give the Village a five month moratorium instead of six months, but at least they are allowing the group to get their zoning/ordinances in place. Hopefully the council, planning comission, and the village will work together to get this done and do things the right way.
