I've been there a couple of times, last time in Sep 05, but I probably couldn't say much on the development there.

Theyre redeveloping their waterfront; building some 12 or so story condos there. Theyre focusing on improving public transit and making Downtown even more attractive... Bellingham is also a college town; home to Western Washington University. Hope that helps! If you want more, go to Wikipedia! ;-)
