The Raleigh City Council is set to consider a request during its meeting today that would make way for a new high-rise downtown. Wilmington-based Zimmer Development filed the request last year and is looking to bring a new mixed-use tower up to 40 stories tall at 506 and 508 Capital Boulevard across the street from the planned Seaboard Station development and across Capital Boulevard from Kane Realty’s Smoky Hollow project. According to filings, the zoning would allow for a tower up to 1.74 million square feet with as many as 1,466 residential units, 897,082 square feet of office space, 213,591 square feet for retail and 222,135 square feet of industrial space.

It sounds like there are 2 separate 40 story developments being proposed for the Seaboard Station area.

does this mean the old turntable will be demolished?  Knowing Raleigh, the answer is probably yes, because this company clearly doesn't have the imagination to actually incorporate interesting site features into its building...

You're likely correct. Kane was a master at incorporating old elements of the warehouse into his Dillon project.
