Doesn't the article say "but he said it involves an expansion of an industry already in the county." which would imply it is just a type of business that is already in the county, and that the specific company might not be? -
Navistar aka International Truck and Engine has been shopping their Truck Group Engineering Center currently in Fort Wayne IN and possibly some of their production from Springfield Ohio around the southeast the last year. Their job numbers would also be similar to those descibed by gsupstate.
