The sound ordinance in Fayetteville was reviewed a few years ago and it has an 11pm cut off for outdoor music. Ever wonder why Powerhouse's Party on the Patio didn't play later than 11pm?
Interestingly enough I live near Mission & Maple and I can hear some outdoor bands almost clearly enough to decipher the words. The hills and acoustics are very strange in downtown Fayetteville. If you walk three houses up from my house you can't hear a thing. The first time I heard it it was so loud and clear I went to find out what neighbor's band was practicing at 10pm. I'm not disturbed by the occasional noise and I know if it's really loud it will end at 11pm. (I think it's usually a frat house party rather than a bar. But I've never been able to pinpoint the source.)
The most vocal complainants about music on/around the entertainment district have lived there for decades and the UA and Dickson Street have expanded to "encroach" upon what they feel is their neighborhood. In general yes... if a person chooses to live in an urban setting they have to accept a certain level of noise, light pollution, and traffic.
