It would seem as though every city in Hampton Roads has a Master Plan. To be fair, if every city were to carry their plan out, you could live anywhere in Hampton Roads and life would be grand. Each plan transforms their city in a new urban oasis. What is the likelihood that any of these plans get carried out though? They all call for transformation within the next ten to fifteen years; long enough for people to forget about the plans, but soon enough to instill hope. I love these plans, but I am skeptical.
