It's odd that the city of Raleigh allowed Cary to annex so much urban area into its city limits.

If Wake County were Mecklenburg....Raleigh would have been like Charlotte and taken into the city limits almost all the land not part of the smaller cities.

Why do Triangle cities have such a more conservative tendency to annex than most other NC cities?

The three towns in Rockingham County that you mention were Leaksville, Spray and Draper. I believe the original suggestion for the consolidated town was "LSD" but, as that was a controversial term in 1967, the city fathers decided on the more insipid name "Eden."
