In a reversal of a decision by the Winston-Salem City Council that left preservationists stumped last year, the council's finance committee recommended yesterday that the former Wachovia bank building downtown be given historic-landmark status.

The former Wachovia Bank and Trust Co. building on the southwest corner of Third and Main streets was built in 1911, the third steel-frame high-rise building at the time in North Carolina.
