DETROIT (AP) -- Pittsburgh Steelers running back Jerome Bettis announced plans Tuesday to develop as many as 2,000 townhouses and condominiums on the site of the long-gone Uniroyal tire factory in his hometown.

"It's already a great city. We just need it to look great," Bettis said at the site on the Detroit River about two miles north of downtown. "We want it to be a community ... with grass in front of you, and green [space] and the water. And we believe that that can happen."

The factory was leveled after it closed in 1982, but the 43-acre site contains several buried basements filled with water and demolition debris. Part of the site is contaminated, and half of it consists of fill that extended to the river's edge.

Bettis and fellow developers will evaluate the amount of cleanup work that will be needed, but they hope to begin construction next spring, Detroit television station WXYZ reported.

Past proposals for the city-owned Uniroyal site have included a casino, a replacement for Tiger Stadium and a 7,500-resident "town within a city" with a semiautonomous government, its own police force and a school system that would require weapons searches and drug tests.
