next stretch of outer loop delayed

DOT wants to delay the next section of the Wilmington Outer loop (I-140) for another year. Although land acquisition will begin next year, the construction now may not start until 2012 finishing in 2015. Wilmington's outer loop was not the only one being pushed back to a later date, other loop projects including the completion of Charlotte's I-485 project has been delayed by two years.

What can we do in North Carolina to find the money for these projects? How do other states fund their infrastructure projects? How does it differ from what North Carolina does? Is toll roads the answer?

I hope the taking funds from the Transits Trust Fund to fund the general budget will stop. This will give some help for funding projects.
