Council member calls report on city practices 'devastating'

Apparently San Diego doesn't properly protect against "fraudulent or error-filled financial reporting" and it just got done with auditing the city's 2003 (!) books at a cost of $7 million where it should have cost $500,000 to $700,000.

I guess that's why they call this city corrupt. And we won't know the full extent until the middle of 2009.
