Topic Title & Description Character Limits

What are the character limits for thread titles and their descriptions? I've managed to make them so long that they get truncated.

I'm honestly not sure what the character limits are but a quick way to find out is to just count the amount of characters before it gets truncated. Fairly long titles and descriptions are allowed so it shouldn't be a common issue.
