Charlotte's dark highways

How many highway workers does it take to change a lightbulb?

Or, why do Charlotte's highways have streetlights all along them, most of which seeem to have burned-out lightbulbs? What's the point of spending money to build lights when they just sit there, dark?

Is there a long story behind this that I'm missing?

Not sure the history but 277 is very dangerous at night if you are not from around this area...

I think the city and the state may get into it about the lights and trash pickup along the highways ....very little is done by either in my opinion
