[Lexington] Rose Street at UK to be closed

SLC: This has been known for a long time. Rose Street, which runs through the heart of Univ. of Kentucky's central campus, will be closed Nov. 20 from Hugulet Street to S. Limestone. Hugulet Street is being extended from Rose Street to S. Limestone/Virginia Avenue; Washington Avenue is being removed.

This will remove much of the congestion along Rose Street and make for more effective traffic management.
