Construction of North Freeway Loop to begin

The Arkansas Highway Commission opened bids this week that were submitted by construction companies seeking a contract for improvement work on U.S. Highway 71.

Cleve Batt Construction Inc., of Fouke, submitted the lowest bid at $27,273,707 for the project, which will involve subgrade embankment and structure work for 4.4 miles of U.S. Highway 71 on a new location, north of Texarkana.

The work will begin at state Highway 296 near its intersection with Interstate 30 and extend northwest to U.S. 71.

This project represents the beginning of the northern section of the loop around Texarkana, said Commissioner Chairman Prissy Hickerson.
