State's 17% poverty rate is nation's 8th highest

It doesn't say much good news about the state as a whole, but it does speak somewhat positive of the Greater Birmingham area. It seems that it is the only area in the state that has a poverty level that at the national average. However, its level of poverty between races is distrubing. Most of the impoverish in the region are either black or hispanic.
