Talked to a fella once about that, and probably almost a decade ago. It would be so cost prohibitive that we'd all have to be millionaires in order to afford the bills NES would charge us. He was not joking.

NES specifically told planning to put "opt-out" language within the new downtown Bonus Height Program regs in order to give them leeway to veto burying the lines with new developments. NES has doubled down on not investing in subterranean utility lines with their investment in the large metal poles we see everywhere.
