    What exactly would prelim construction entail? Aside from new stations, aren't all the tracks already in place?

    Ah Horton Plaza, how I miss thee... I lived in San Diego from 1993 to 2002, and have many fond memories of Horton Plaza, and the DT area in general. If Orlando could pull off something on the scale of Horton, I wil skeet skeet in my pants.

    I'm not worried about the county not ponying up the money, rather I'm worried about the stupidity of Maitland and WP for not wanting to pay for a station in their respective backyards.
