Kilowatt and Sand Pit Lakes

Does anyone know the history of these two lakes inside the north loop? This looks like an amazing area to make another shelby farms like park. Who owns these lakes?

I believe they use both of those lakes for sand dredging. Just take a look at windows live or google maps. I'm not sure about the name of the company that owns them.
