Anyone know if this is at all based in fact?

If so, what do you think about it?

I think it's a horrible idea, but then, I have a reverse commute every day, and live in a moderately-sized city.

I have dealt with Boston Tolls, though, and those were ridiculous enough.

This just seems retroactive in terms of promoting urban growth (good for telecom, though).
