Towns working towards a downtown area

This is something I've always wondered about, but no one ever really talks about. Which towns in SC don't currently have a downtown, but have plans to create one? The only one I know of that is doing this now is Goose Creek. Also, how does not having a downtown affect a town, such as Mt. Pleasant?

On a much smaller scale, the Town of Santee in eastern Orangeburg County on Lake Marion a decade or so ago started creating a downtown. The town had been just a strip of motels. The new downtown included a square, a community center, and a town hall. Most of the other incorporated towns I can think of at least had some sort of downtown.

Mauldin and Simpsonville are working on this type of thing as well. Mt Pleasant won't ever have one since it is a direct suburb of Charleston. Goose Creek is much more scattered about.

One could argue that Florence doesn't have one, but thats probably a different topic!
