    Then again, if the Nansemond tribe interferes and blocks the Pamunkey proposal, it may be a moot point. 

    Sir Portsmouth was first, so be annoyed with Norfolk. In fact not only was Portsmouth first with a Casino proposal for the area, they were also first with the waterfront idea, and Portsmouth (City Senator Lucas) is the reason the state has 4 casinos coming after she sent the proposal for legalizing state gaming to the Governor. Know your facts before such a statement please and thanks
