    They have a plan. The plan is to control the mall and its destiny.

  2. I would actually love to see the ERT cut behind Freemason neighborhood along the water here, through to the paved section just before the pagoda. Getting the bikes off the cobblestones would be a big win.

  3. In the City Council Retreat last month the developers said that the difference in license time has to do with the complexity of the project. Others (like Portsmouth) had a build ready site and pretty basic architectural plan. This one's not a casino in a box on an existing parking lot. The headwaters plan involves substantial waterfront pier removal, wetlands restoration/management, and other complex parts that needed to be detailed first. The plan has to get all of its normal building design approvals before a license will be issued, and that simply takes longer with more complex project.

    The secondary part of this is an ecosystem of spinning research into the business community. Virginia Tech's Corporate Research Center is great example of this, and I'm sure there are plenty of others.

     A tract in West Ghent / Chelsea that looked mostly like MHI shipyard, railyard, and surrounding warehouses reported a 19,000 person population, that doesn't show up in the 2020 data. The only thing that could make sense of that is if a ship was at MHI for repairs in 2010 and thousands of people were registered as that being their address. That alone is enough to skew the numbers dramatically for Norfolk.   6. West Ghent supposedly lost 19,000 people in one of the neighborhood breakdowns. The only thing I can think of is a MHI shipyard repair job was docked there in 2010 with thousands of people registered there.
