WODA COOPER DEVELOPMENT, INC., for the following applications at 930 E. Virginia Beach Boulevard: (Ward 4 /Superward 7) a. Rezoning from C-C (Community – Commercial) to MF-AC (Multifamily – Apartment Complex). b. Conditional Use Permit to allow more than 24 dwelling units. The purpose of these request is to allow the development of 67 dwelling units.

The latest about the casino…
The casino applicants and city leaders are still meeting regularly, according to spokespeople from the city and HeadWaters.
A HeadWaters Resort and Casino representative said they are working on finalizing remaining planning documents for submission to the city in December with the aim for making it to the Architectural Review Board and Planning Commission meetings in January, then to City Council in February.

Norfolk Casino: Phase 1 Construction Plan
June 17, 2023
HeadWaters Resort & Casino has dropped its plan to build a temporary casino and will instead proceed with full construction of the HeadWaters Casino.
When the casino opens, HeadWaters will have a two-year deadline to complete construction of its hotel and improve the amenities along the riverfront.
