A courtyard is planned along Cary, just east of where Virginia Street cuts north one-half block to Exchange Alley.<br />A monument to religious freedom is planned at the northwestern corner of Cary and 14th, and it would consist of a tall spire, a water feature and a glass panel etched with text from Virginia’s statute for religious freedom. The lot at Cary and 14th was the site of the state Capitol in 1786, when the legislature approved a law guaranteeing religious freedom for all citizens.
